The County has had a Building Recertification program since 1975, which was amended on June 1, 2022.

Property owners must submit written Building Recertification Inspection reports prepared by a Florida-registered professional engineer or architect, certifying each structure is structurally and electrically safe for the specified use for continued occupancy.

The 40 Year Building Recertification Cost is a minimum of $ 900 per Structural, $ 900 per Electrical, 350 for Illumination, $600 Infrared Thermography Inspection.

40 Year Recertification is enforced by the County Ordinance No. 75-34 (amended by Ordinance 92-1) in order to certify that the building is structurally and electrically safe for its intended use and occupancy.  

If you receive a notice of Building Recertification to comply with a Section 8-11(f) of the County Code, the property owner of a structure is required to have the structure inspected for the purpose of determining the general structural inspection condition of the structure and the general condition of its electrical systems. In accordance with Section 8- 11(f), you must submit a written Building Safety Inspection Report to the Building Official, owner has 90 days after received notice.

Building Recertification report must be prepared by a Professional Engineer or Architect registered in the State of Florida, certifying that each such building structure is electrically and structurally safe, or has been made safe for the specified use for continued occupancy in conformity with the minimum inspection procedural guidelines as issued by the County Board of Rules and Appeals.

10 Year Recertifications will also include an illumination Survey for code compliance in the parking areas.

Ordinance 22-57.

Legislate an affirmative “duty to report.” The Ordinance 22-57 includes an affirmative “duty to report” findings on structures that prevent their safe occupancy by licensed professionals engaging in building assessments to the building official of the jurisdiction. The Ordinance also provides penalties for the failure to abide by this mandate in the amount of $2,500.00 and requires reporting of the violation to the appropriate board or licensing agency. 

Procedures for handling requests for 40 Year Inspection extensions. When requests for extensions of time to submit reports are made by property owners, these should be limited to 60 days and an engineer’s letter certifying that the buildings may be safely kept in their legal occupancy while reports are being completed will be required. Procedures for handling extended repair timeframes. When repair work requires extended time frames, continued statements for safe occupancy should be required in at least 6-month increments.
